Hands-on support to launch and sustain active HPD-sponsored watch programs. Coaching, captain training, and Citizens Patrol coordination — the same model proven at Waikele.

Waikele

A community safety director's 27-year model.

Since 2013, retired HPD Sergeant Duane Samson has served as Community Safety Director at the Waikele Community Association — Hawai’i’s premier master-planned community of 2,937 homes. Under his leadership, Waikele runs a monthly Neighborhood Security Watch program in partnership with HPD, maintains an active Citizens Patrol, and has migrated its entire alert infrastructure onto a modern email and SMS platform reaching all 2,900+ households in minutes.
Kunia Loa Ridge Farmlands

Rapid response for 200+ farm families.

Kunia Loa Ridge Farmlands is a 600-acre agricultural community where wildfires spread fast and storms can isolate residents from emergency services. Safer Communities Hawai’i built KLRF a real-time emergency alert system that lets on-site management reach every farm family within minutes — coordinating safety volunteers, relaying critical information, and keeping neighbors connected when it matters most.

Founder

Duane Samson

Duane spent 27 years with the Honolulu Police Department, retiring in 2013 after being named HPD’s Sergeant/Police Officer of the Year that same year. Today, as Community Safety Director at the Waikele Community Association, he leads one of O’ahu’s most active Neighborhood Security Watch programs in partnership with HPD.

Through Safer Communities Hawai’i, Duane extends the model he built at Waikele to communities across Hawai’i — training residents, launching watch programs, and building the real-time alert networks that keep neighbors connected when it matters. Every dollar in the program is privately funded by Duane himself.
