in Hawai’i can be safer.
Working alongside Hawai'i's safety agencies.
Safer Communities Hawai’i works alongside Hawai’i’s leading safety agencies to deliver training, emergency response, and community partnership opportunities to every neighborhood we serve.
Six pillars, one mission.
— in partnership with residents, volunteers, and law enforcement.
Education & training
Weekly workshops on crime prevention, situational awareness, and volunteer leadership — delivered by Duane with guest speakers from HPD and partner agencies. Open to residents across all Safer Communities Hawai'i neighborhoods.
Neighborhood Security Watch
Hands-on support to launch and sustain active HPD-sponsored watch programs. Coaching, captain training, and Citizens Patrol coordination — the same model proven at Waikele.
Real-time alerts & reporting
Email and SMS alert systems for storms, incidents, and urgent community news. Active today at Kunia Loa Ridge and Waikele. Simple, confidential incident reporting for every resident.
The Safer Communities Portal
A unified online hub where each community has its own space to share, learn, coordinate, and grow — without depending on Facebook or Instagram.
Bridging residents and local authorities
A direct channel between neighborhoods and the officers who serve them — HPD Community Policing, first responders, and county leadership. Real relationships, not just phone numbers.
Community activities
Events, clean-ups, training nights, and gatherings that strengthen the bonds between neighbors. Because safer communities start with people who know one another.
Proven in real Hawai'i communities.

Duane Samson
Duane spent 27 years with the Honolulu Police Department, retiring in 2013 after being named HPD’s Sergeant/Police Officer of the Year that same year. Today, as Community Safety Director at the Waikele Community Association, he leads one of O’ahu’s most active Neighborhood Security Watch programs in partnership with HPD.
Through Safer Communities Hawai’i, Duane extends the model he built at Waikele to communities across Hawai’i — training residents, launching watch programs, and building the real-time alert networks that keep neighbors connected when it matters. Every dollar in the program is privately funded by Duane himself.
“Getting to know your neighbor and being the eyes and ears for the police department will create a place of wellness.”
